Making the case
Build support from the inside out.
You believe in engagement—but others might need convincing. This section gives you the language, evidence, and arguments to make a strong case to colleagues, councillors, or senior leaders. Because the ‘why’ is just as important as the ‘how’.
Achieving Net Zero isn’t just a technical challenge — it’s a people challenge.
Over 80% of emissions fall within the scope or influence of local government. Yet the most difficult decisions — how we move, heat our homes, or use public spaces – rely on public consent, cooperation and creativity.
That’s why engaging people isn’t a ‘nice to have’ — it’s essential
for success.
A Quick Summary: The Case for Public Engagement on Climate Decision Making
Better decisions
This means that the decisions your council makes will be grounded in real-world needs and informed by people’s lived experiences
More legitimacy
This means reduced pushback, improved public trust, increased mandate for action for your council.
Empowered communities
You’ll find this helps your council build support, ownership and local climate leadership.
Stronger democracy
Public engagement gives people an ongoing voice between election cycles in your council area.
Why Engagement Matters Now
Public trust in government – national, devolved and local – is low. Without trust, decision stall, policies fail, and misinformation spreads. Engagement helps rebuild relationships and restores credibility.
Top-down decisions don’t stick
The traditional ‘decide, announce, defend’ model no longer works. From Universal Credit to Low Traffic Neighbourhoods, we’ve seen what happens when decisions are made about people without involving them. Climate decisions must be designed with communities from the start.
Engagement makes policies work
What You Gain
Better Decisions.
- Input based on people’s needs, values and experiences makes decisions more effective and grounded in real life
- Avoids ‘blind spots’ that may be missed by technical experts
- Uncovers creative, workable ideas from lived experience
More Trust, Less Risk
- Increases transparency and builds trust in institutions
- Reduced the potential for unproductive conflict and costly delays
- Opens space for honest conversations about shared challenges
- ‘After Westminsters’ Climate Assembly, the percentage of participants who trusted the council to act dose from 52% to 73%’
Empowered Communities
- People are more likely to support and help deliver change
- Participants become informed ambassadors, not just passive recipients
- Builds civic skills, connection and community resilience
Stronger, More Inclusive Democracy
- Creates longer-term accountability for policies, projects and decisions
- Involves those often excluded from traditional consultations or voting cycles
- Brings communities together around shared priorities
What can happen if you don’t engage?
- Policy failure. Decisions fail without public insight
- Wasted resource. Projects are rolled back or redesigned post-launch
- Eroded trust. Relationships with communities are damaged in the long-term
- Lost mandate. Lack of visible support limits your ability to act boldly.
Securing Buy-In:
Tips to Win Support from Colleagues
- Start with shared goals. Link engagement to your council’s strategic aims – from Net Zero, to better services, to public trust.
- Use evidence. Point to real-world examples that show impact on trust, delivery and innovation. You can see case studies here and on the Involve website.
- Offer solutions, not just problems. Show how engagement can be structured, resourced and delivered efficiently – not just as a ‘wish list’. See our methods section for more ideas.
- Frame it as risk mitigation. Highlight how good engagement helps avoid legal, financial, political or reputational risk – and poor engagement invites it.
- Work with resident voices. Where possible, share quotes, testimonials or stories from community members who’ve been part of a process. Let their words make the case.

You don’t need to launch a full-scale citizens’ assembly tomorrow.
There are many ways to start meaningful engagement for climate decision making in your community.
At Involve, we’ve supported dozens or local authorities across the UK to build support for local climate engagement.
